Jewellery / Fabrication License (C)

This is a license required for the purchase of refined gold and other precious metals exclusively and directly from the GoldBod to fabricate and produce jewelry ornaments and other forms of castings by a private company limited by shares with foreign interest. This license allows the licensee to sell the fabricated jewellery and other castings both in Ghana and outside the country.

License Requirements

  1. COMPANY PARTICULARS An applicant shall provide the following information:
    • Name of company in full
    • Other names used in the past
    • Date of incorporation
    • Place of issue of certificate of incorporation
      • Reference no. of certificate
      • Registered address
      • Telephone contact
      • Company’s e-mail address
    • Directors’ e-mail address & phone numbers
    • Litigation disclosures
    • Ghana Card of Directors, Accounts Officer, Operations Officer and Manager
    NB: Applicants must attach a true certified copy of their certificate of incorporation.

  2. Names and address of shareholders of company
    An applicant shall provide the following information:
    • Name
    • Nationality (attach Ghana Card or passport copy)
    • Address (attach utility bill)
    • Police clearance report
    • GIPC Certificate
    • Work permit
    • Percentage of shares held

    NB: Applicants must attach Beneficial Ownership form (Form 3) from the Office of the Registrar of Companies.

An applicant shall have:

  • A minimum of one (1) office for jewellery production, evidenced by a title deed, lease, or tenancy agreement.
  • Business operating permit, EPA permit, etc. for offices.
  • Adequate security of premises, including alarm systems, fire extinguishers, vault, CCTV, etc.
  • Adequate assay equipment, i.e., balances, XRF, and other assay facilities.
  • Proposed regions and towns.
  • Digital address of all offices.
  • Proof of experience in jewellery production over the last one (1) year preceding the date of application, evidenced by trading records.
  • Ghana Standard Authority ( GSA) Certifications
  • Ghana Atomic Energy Commission ( GAEC ) Certifications
  • Secured trade capital from personal sources, evidenced by a bank statement of the applicant to the tune of the cedi equivalent of a minimum of US$ 2,000,000.00.
  • Working Capital – A minimum capital requirement of at least the cedi equivalent of US$ 100,000.00, evidenced by a bank statement.
  • Valid Tax Clearance Certificate.
  • Valid SSNIT Clearance Certificate.

  • An application for a license must be accompanied by an application processing fee.
  • After final approval is granted, the applicant will be required to pay the license fee before the license is issued.
  • A licensed jeweler is required to pay an annual license renewal fee.
  • All the above-stated fees are payable by cheque or payment order to the GOLDBOD.

  • The GOLDBOD Technical Directorate shall conduct interviews of shortlisted applicants

Terms and
Conditions

Pursuant to the provisions of the Ghana Gold Board Act, 2025 (Act 1140), the Ghana Gold Board (“the Board”) hereby grants to:

a License to purchase refined gold and/or alloyed gold from the Ghana Gold Board for the purpose of  fabricating jewellery, tablets, coins, ornaments, and other gold or precious mineral products within the Republic of Ghana, subject to the terms and conditions set forth herein.

This License authorizes the Licensee to:
  1. Purchase refined or alloyed gold and other precious minerals only from the Ghana Gold Board for the purpose of jewellery making and fabrication;
  2. Establish workshops, plants, or studios for the manufacture, design, and finishing of jewellery and gold artefacts subject to the approval of the Ghana Gold Board;
  3. Engage in domestic sale, display, and distribution of fabricated products in compliance with Ghanaian law;
  4. Export through the Ghana Gold Board fabricated jewellery and artefacts in accordance with the rules and directives of the Ghana Gold Board, Ghana Revenue Authority (Customs), and Bank of Ghana;
  5. Participate in certification and hallmarking schemes established by the Ghana Gold Board for authenticity, quality, and origin verification of fabricated products;
  6. Purchase gold jewellery or ornaments or materials for the purpose of jewellery fabrication in Ghana;
  7. Import gold findings and other accessories for the purpose of jewellery fabrication in Ghana.
  1. Sourcing & Traceability

    The Licensee shall:

    1. Obtain raw materials only from the Ghana Gold Board;
    2. Establish workshops, plants, or studios for the manufacture, design, and finishing of jewellery and gold artefacts subject to the approval of the Ghana Gold Board;
    3. Maintain and make available for inspection by the Ghana Gold Board the full records of sourcing, processing, and sales of fabricated products;
    4. Engage in domestic sale, display, and distribution of fabricated products in compliance with Ghanaian law;
    5. Purchase gold jewellery or ornaments or materials for the purpose of jewellery fabrication in Ghana;
    6. Import gold findings and other accessories for the purpose of jewellery fabrication in Ghana.
  2. Standards & Quality Control

    The Licensee shall:

    1. Ensure all products fabricated by the Licensee comply with standards of fineness and hallmarking prescribed by the Ghana Gold Board.
  3. AML/CFT & Illicit Trade Prevention

    The Licensee shall:

    1. Maintain strict Know Your Customer (KYC) protocols in sales;
    2. Not engage in transactions involving unlicensed dealers, smuggled minerals, or proceeds of crime.
  4. Local Value Addition & Employment

    The Licensee shall:

    1. Prioritise local content, including training and employing Ghanaian artisans and designers (80% of the workforce must be Ghanaians);
    2. Collaborate with the Ghana Gold Board in promoting skills development, innovation, and local jewellery exhibitions.
  5. Reporting Obligations

    The Licensee shall submit to the Ghana Gold Board:

    1. Half-yearly returns on acquisition, fabrication, and sales of fabricated products;
    2. Annual audited accounts and activity reports.
  6. Inspection & Compliance

    The Ghana Gold Board shall have unrestricted right of entry and inspection of the Licensee’s premises, operations, and records.

    The Licensee shall comply with directives issued by the Board from time to time.

  7. Duration & Renewal

    This Licence shall be valid for one (1) year from the date of issue unless earlier suspended or revoked.

    Renewal applications shall be submitted not later than three (3) months before expiry, accompanied by evidence of compliance with obligations and payment of prescribed fees.

  8. Suspension, Revocation & Sanctions

    The Ghana Gold Board may suspend or revoke this Licence for:

    1. Engaging in illicit mineral trade or export;
    2. Falsification of reports or failure to declare transactions;
    3. Breach of hallmarking, sourcing, or quality standards;
    4. Failure to pay licence fees, levies, or taxes;
    5. Failure to comply with a directive from the Ghana Gold Board.

The Licensee shall pay all prescribed license, hallmarking, and supervisory fees in accordance with regulations made under Act 1140.

This License does not exempt the Licensee from obtaining environmental permits, tax registrations, or other statutory approvals.

In the event of conflict, the provisions of Act 1140 and applicable laws shall prevail.
